Traditional approaches to development planning often rely on linear projections from the past, assuming that the future will simply be a continuation of present trends. Furthermore, development planning in Africa has been characterized by external dependency and donor-driven agendas, leading to strategies that prioritize foreign interests over continental well-being, and short term gains over long-term sustainability. 

If the goals of Agenda 2063 are to be realized, strategic Foresight and planning is crucial because:

Development is Endogenous: It springs from the heart of each society, drawing first on its own strengths and resources. No single, universal path to development exists; each society must define its future based on local contexts, cultural values, and long-term aspirations.

Africa’s challenges are deeply interconnected, cutting across economic, social, political, and environmental systems, and thus call for holistic, systems-oriented thinking.

The future is not a fixed destination, but a range of possible and preferred outcomes. Effective planning requires anticipating multiple possible futures and making strategic choices to shape the desired one.

We live in a world of rapid change and uncertainty, which means that anticipating and preparing for shocks is a necessary component of long-term resilience.
